In the cars rule book with regard to turbochargers it states that boost is (free) ,but does it allow me to install a manual boost controller, in say the cockpit, or does it have to stay under the hood. :-/

You are allowed to control boost from inside the car if you would like. There are no limitations on how to control boost.
