I think most stewards have:

a) Organized a ton of rallies
or
b) Run a ton of rallies
or
c) All of the above

Years ago, RSO ran a steward school. I don't know if there has been one recently or if there are plans to have more.

Most other "officials" learn the ropes volunteering at different events, but in the case of stewards, something more structured is probably a good idea, if only to formalize the job and ensure consistency.

Like all organizations you have to work your way up.

As Dave said current Stewards have generally been very involved for many years.

CARS are currently going over content for a Marshal Manual. Once that is complete RSO will almost certainly hold a Marshal school. We haven't discussed Certifying Marshals but that could be possible.

The Tall Pines Rally is next in Ontario I would suggest signing up for that event. Not sure if web site is active for Pines yet [Ryan Donna ????]

I'll check with CARS if they have any rules manual or I'll procure it from FIA.
In most cases there will be a manual called the National Competition Rules ( NCR )which is prepared by an ASN as per the FIA regulations. And the NCR prescribes the rules & regulations for all the national, regional & club events. In fact the Supplementary Regulations (SUPS) have to be drafted with the help of the NCR and the national organising body ( like CARS ) approves the SUPS after careful scrutiny in case of  national & regional events. And as for the Marshal Manual, it is a derivative of the NCR. Almost all the marshals are required to be familiar with the NCR for the simple reason that.... a marshal is a ' Judge of Fact " during the event. Hence, a marshal can be summoned by the Stewards in case of a dispute.
In my view, every paid/active member must have the Rules Book. It helps him/her as well as the organising club during any event.
Guess I'll leave it here for now.

Yes CARS has a rule book.

In fact as a paid member, I think I was supposed to get a copy.

You do not receive a Rule book unless you are a licensed driver.

You can I believe purchase a Rule book from CARS however you can go to the CARS web site and download.

I have both but like the download as it is searchable with Acrobat Reader

Yes, I checked the CARS website last night and downloaded the General Competition Rules (GCR) manual which was free ( isn't that wonderful of CARS?). It's pretty much the same as in the other countries. Beautifully presented with all the clauses and sub clauses.
Yes, you do not receive a GCR unless you are a licensed driver as gully mentioned. But a  few enterprising local clubs do enclose a copy of the GCR and the Club's articles in the new members kit to welcome and orient it's members and encourage them to actively participate in the club events in whatever capacity that they wish to.
I'll run through the GCR and get back for any clarifications.
