Summary of  Discussion re Motion #1 for proposed Bylaw Change

The following motion was presented by Peter Gulliver (PMSC)/Peter Watt (PMSC).  

Motion  # 1

8 OFFICERS

8.1 change to read  .....the President, Rally Director, two Vice
Presidents.......

8.3 change to read Subsequently, the President, Rally Director, one
Vice.....

9 DUTIES OF OFFICERS

Add 9.5 The Rally Director will represent the Corporation at the National
Level of Rally.

OTHER CHANGES  If approved other language changes will be required
4.1 change five to six and three to four.
4.2 change three to four





After widespread discussion,  a dilatory motion was presented by Eric Curtis (PMSC/Peter Gulliver (PMSC) recommending that Motion #1 be tabled until an SGM (Special General Meeting) to be held in conjunction with the Calendar Meeting on October 22, 2006.  The dilatory motion carried,  automatically  rescinding the original motion.

Furthermore the RSO Board was directed to circulate to the membership within 30 days a summary of the key points raised in the discussion and to seek input from the membership.  Deadline for that input was set at 60 days prior to the SGM.


•In 1992 RSO, through ASN Canada and CARS, was given the right to govern rally in Ontario
•RSO has the right to create the position recommended in the motion above – the
CARS Bylaws require an elected Rally Director from each Region
•The current practice of one person serving as both RSO President and CARS Region Rally has been declared onerous by every RSO President since 1992.
•Separating the roles would allow the CARS Rally Director to spend more time on CARS issues,  for the betterment of Canadian rally
•At times the RSO Presidents have found themselves in a position of conflict of interest between the national and regional interests


All RSO members are encouraged to provide input on the motion above to the RSO Board no later than August 22, 2006.  Please bear in mind that the points listed above are purely a summary of what was said in the meeting;  they do not represent the official position of the RSO Board and do not necessarily indicate the decision that will be made.  Consider this a starting point for what needs to be a very careful and detailed look at this very important issue.
