Difference Between Regional and National Rally?

I was just wondering if at a rally for example The Rally of the Tall Pines. Is that a regional rally? or a national rally?

Tall Pines is a National Rally with a Regional portion [shorter distance] being part of the Rally
Lanark Highlands Forest Rally, Black Bear and Galway Cavendish Forest Rally are standalone Regionals
Drivers wanting to compete in Nationals must first compete in Regional events to earn there way towards a National Licence

^^^ Also drivers with an unsatisfactory thickness of their wallets do so.
(There is difference between the entry fee for national and regional rallies, time spent, etc.)
